Property Appraiser in Belgrade: When a Valuation (procena) Is Worth It and What It Costs

Guides · Exgentum · Serbia

Anyone who buys, finances, inherits or gives away an apartment in Belgrade sooner or later faces the question of what the property is actually worth. In Serbia, a property valuation is called procena vrednosti nepokretnosti, and the law defines who is allowed to prepare one. This article explains who may value real estate in Serbia, in which situations a valuation is mandatory or at least advisable, how the process works and what costs you should expect. It deals exclusively with the market value of the property. How to arrive at an appropriate rent is covered in the article Setting a Fair Rent for a New-Build Flat in Belgrade.

Who may value real estate in Serbia?

Since 2017, Serbia has had a Law on Real Estate Appraisers (Zakon o proceniteljima vrednosti nepokretnosti, Official Gazette RS 108/2016 and 113/2017). It created the profession of the licensed appraiser (licencirani procenitelj). Licences are issued by the Minister of Finance. Requirements include a university degree, at least three years of professional experience in property valuation and a passed examination. The Ministry of Finance keeps a public register of licensed appraisers showing their name, licence number and any disciplinary measures. Every licensed appraiser must hold professional liability insurance of at least 50,000 euros in the dinar equivalent. Valuations follow the National Valuation Standards, which the Ministry publishes in the Official Gazette.

Two other professionals are often confused with the appraiser:

ProfessionalRoleTypical use
Licensed appraiser (licencirani procenitelj)Determines the market value according to the National Valuation StandardsBank loan, purchase, inheritance, statement of assets
Court expert (sudski veštak)Expert appointed by the court, listed in the register kept by the Ministry of JusticeCourt proceedings, for example division of an estate or divorce
Civil engineer licensed by the Chamber of Engineers (Inženjerska komora Srbije)Inspects the structural condition, not the market valuePre-purchase inspection, damage assessment, defects

An estate agent who quotes you an "estimated value" does not replace any of these three. Their view can serve as a rough guide, but it is not a valuation report and carries no weight with a bank, an authority or a court.

When a valuation is mandatory

The law requires a valuation by a licensed appraiser in three cases: for loan agreements and other financial transactions secured by a mortgage, for determining value in insolvency proceedings and for the out-of-court realisation of a property. For private individuals, the first case is the most relevant.

Mortgage loan

If you finance a purchase in Serbia with a bank loan, the bank commissions a licensed appraiser from its own list. You pay the cost as the borrower. The loan amount is based on the appraised value, not on the purchase price. If the appraised value is below the purchase price, you have to cover the difference from your own funds. In 2024, a Serbian bank told the business portal Biznis.rs that it finances up to 80 percent of the appraised value. Each bank sets its own loan-to-value limit, so ask about it for your specific case.

When a valuation is voluntary but useful

Before buying: is the price plausible?

Asking prices in Belgrade listings say little about the prices that are actually achieved. A first check of your own is possible through the price register (Registar cena nepokretnosti) of the Serbian cadastre authority Republički geodetski zavod (RGZ), which records the prices actually paid under purchase contracts and makes them publicly available. A valuation is worthwhile above all when there are hardly any comparable sales, for example for a very large apartment in an older building, a penthouse or a house with land. The legal check of the land register and any encumbrances, on the other hand, is not part of the valuation. It belongs to due diligence, which is described in the article Kaufvertrag Serbien: Immobilien (in German).

Transfer tax: when the tax office questions the price

When you buy an existing (resale) property in Serbia, the tax on the transfer of absolute rights (porez na prenos apsolutnih prava) of 2.5 percent applies. The tax base is the agreed purchase price, provided it is not below market value. If the tax authority considers the price too low, it can set the market value as the tax base within 60 days of receiving the tax return. An existing valuation report then helps you justify the agreed price. Whether the authority takes a privately commissioned report into account in a particular case is decided case by case and should be clarified with a local tax adviser.

Inheritance and gifts in Serbia

For inheritance and gifts in Serbia, the tax base is the market value on the day the tax liability arises. Heirs of the first order are exempt; heirs of the second order pay 1.5 percent, more distant relatives and unrelated persons 2.5 percent. The market value is initially set by the tax authority. If you consider that value too high, you can argue your case with a report from a licensed appraiser. The basics of inheritance law for expats are covered in the article Erbrecht in Serbien für deutsche Expats (in German).

Inheritance in Germany

Heirs resident in Germany face an additional point: German inheritance tax law values foreign real estate under § 12 (7) ErbStG in conjunction with § 31 BewG at its fair market value (gemeiner Wert). The German tax office does not know the Belgrade market. In this situation, a well-reasoned Serbian valuation with a certified German translation is often the most solid basis for the tax return. Agree with your German tax adviser which form the tax office will accept. If you are tax resident in another country, your local rules apply; clarify them with an adviser there.

Separation, divorce and joint heirs

When several people own a property together and one of them wants to be bought out, a neutral valuation prevents long discussions. If the matter goes to court, the court usually appoints its own expert (sudski veštak). A valuation obtained beforehand can still help you assess your own position realistically.

Market valuation or condition survey?

A common misunderstanding: a valuation report says nothing about whether there is damp behind the wall or whether the electrical wiring needs replacing. The appraiser inspects the property and takes its visible condition into account, but does not open up building components or test the wiring.

For an older building in Belgrade, a combination can make sense: first the technical inspection, then a valuation that takes the identified renovation costs into account. For new builds, the technical side matters above all at handover.

How a valuation works

  1. Clarify the assignment and purpose. The appraiser needs to know what the report is for, because a bank, the Serbian tax authority and the German tax office have different requirements regarding the valuation date and presentation.
  2. Provide documents. Usually these are a current land register extract (list nepokretnosti), a floor plan with areas, for new builds the occupancy permit (upotrebna dozvola) and, for let properties, the lease agreement.
  3. Site visit. The appraiser inspects the property, takes photos and records its condition, position within the building, orientation and fittings.
  4. Valuation. For apartments, the sales comparison approach is usually the main method, that is, a comparison with prices actually achieved for similar properties. For let properties, an income value can also be determined.
  5. Report. The report (izveštaj o proceni) is written in Serbian. For German authorities you need a translation by a court-sworn translator (sudski tumač).

For a standard bank valuation, experience shows that a few days pass after the site visit. For a detailed report for an inheritance or for court, allow more time; the appraiser will state the specific time frame in the quote.

What does a valuation cost?

For the bank valuation required for a housing loan, Biznis.rs reported costs of around 100 euros in 2022. In 2024, the portal 021.rs put the cost of a valuation by an appraiser from the bank's list at about 150 euros for an apartment worth 100,000 euros. These figures refer to standardised bank valuations. An independently commissioned, detailed report, for example for dividing an estate or for the German tax office, involves more work; here you should obtain a written quote in advance. Costs for a current land register extract and for the sworn translation may come on top.

How to recognise a reputable appraiser

How Exgentum helps

If you live outside Serbia, the organisation on the ground is often the real effort: the appointment with the appraiser, handing over the keys, documents from the cadastre, translation. Exgentum coordinates this for owners in Belgrade who live abroad, attends the site visit and explains the Serbian report to you in English. If you are still buying, you will find the complete process in the article Buying an Apartment in Belgrade: A Step-by-Step Guide.

Frequently asked questions

Can I use the bank valuation for other purposes?

In principle you can submit the report, but it was prepared for the bank and its valuation date. For tax or inheritance purposes, a separate report with the appropriate valuation date and purpose usually makes more sense.

How do I check whether an appraiser is licensed?

The Ministry of Finance publishes the register of licensed appraisers. Compare the name and licence number from the quote with the register.

Do I have to be present at the site visit?

No. It is enough for someone to give the appraiser access and hand over the documents. Many owners living abroad have a trusted person on site attend the appointment for them.

Is the valuation valid in Germany?

For German authorities, a Serbian valuation is evidence, not a binding assessment. With a sworn translation it is often used as a basis in practice. Whether it is sufficient in an individual case is something to clarify with your German tax adviser.

Is the appraised value always below the purchase price?

No. It can be below, equal to or above it. With new builds at high asking prices, however, appraisers sometimes take a more cautious view than the developer.
