Property Appraiser in Novi Sad: What Determines an Apartment's Value There

Guides · Exgentum · Serbia

Anyone buying, selling, inheriting or dividing an apartment in Novi Sad quickly hears very different numbers. A listing names one price, the developer another, and the bank's own appraisal a third. In few Serbian cities do these figures diverge as much, and in few cities do so many people buy without a mortgage, and therefore without a bank appraisal. An independent valuation is often more useful in Novi Sad than in Belgrade, yet it is commissioned less often.

This article focuses on what is different about Novi Sad: the available data, the gap between its districts, the effects of dense new construction, and the situations where a valuation here pays off especially well. The basics, who is allowed to appraise property in Serbia, when a report is legally required, how the process works and what a bank appraisal typically costs, are covered in detail in our article Property Appraiser in Belgrade. They apply equally in Novi Sad.

Three Prices for the Same Apartment: The Data Situation in Novi Sad

For Novi Sad, three kinds of market data exist. They measure different things, and mixing them up can throw your price expectation off by several hundred euros per square metre.

Data sourceWhat it measuresValue for Novi SadAs of
Listing portal 4zida (per B92)average asking price of apartmentsEUR 2,650 per m²November 2025
Cadastre authority RGZ (per 021.rs)actual prices paid under contractsabout EUR 1,932 per m² existing, EUR 1,935 per m² new-buildfirst quarter of 2024
National Bank NBS (per N1)appraisal values by licensed valuers for mortgage loansEUR 1,920 per m²2024

The figures come from different periods and are therefore not directly comparable. Prices have kept rising since 2024. Still, the table shows two things. First, actual purchase prices and appraisal values in the same year were very close, at around EUR 1,920 to 1,935. Appraisers base their work on contract prices, not on listings. Second, asking prices sit clearly above both. Anyone who calculates a value from the listing average will usually set it too high.

For your own research, this means: use listings to understand what is on offer, but check the price against the public property price register (Registar cena nepokretnosti) kept by the RGZ, where realised purchase prices can be viewed. An appraiser essentially does the same thing, only more systematically and with an on-site inspection.

Districts: Where the Range Comes From

Within the city of Novi Sad, prices vary widely. The portal Nekretnine.rs reported the following average asking prices by zone for June 2026:

ZoneAsking price, June 2026
Centar, Stari gradEUR 2,674 per m²
Rotkvarija, Banatić, Sajmište, SalajkaEUR 2,391 per m²
DetelinaraEUR 2,374 per m²
VeternikEUR 1,854 per m²
Futog, BegečEUR 1,773 per m²
Kać, Kovilj, RumenkaEUR 1,541 per m²

These, too, are asking prices, which based on the pattern above are likely to sit above the actual purchase prices. For individual neighbourhoods such as Grbavica, Podbara or Novo naselje, only older figures are available: in September 2023, Blic, as quoted by 021.rs, put Grbavica at EUR 2,603, Podbara at EUR 2,498 and Novo naselje at EUR 2,075 per square metre. For Liman and Telep, the public overviews do not list current individual figures; here the RGZ price register is the better source.

What an appraiser in Novi Sad draws from this is less the average than the comparison group. An apartment on Liman is benchmarked against sales on Liman, not against the city average, and a new-build apartment on Telep against other new builds there. The thinner the comparison data for a given neighbourhood, the more it matters that the appraiser has direct experience with exactly that location.

New-Build Density: What Sets Novi Sad Apart for Valuation

Almost No Premium for New Build

A striking finding in the RGZ data: in the first quarter of 2024, the average price per square metre for new-build apartments in Novi Sad was only three euros above the price for existing apartments. In Belgrade, Niš and Kragujevac, the same report put the gap at EUR 200 to 300. A plausible explanation: Novi Sad has seen a great deal of construction in recent years, often in districts on the city's edge, while sought-after older apartments in central locations such as Grbavica or the centre hold their value.

For valuation this means: "new build" is not, on its own, an argument for higher value in Novi Sad. An appraiser will not automatically rank a new apartment in a densely built outer district above an older apartment in a central location. Anyone buying from a developer should therefore have the price checked especially critically.

Infrastructure and Groundwater

Rapid densification has strained infrastructure in some neighbourhoods. The city prioritised sewage investment in 2023, mainly in Adice and Veternik, and a new pumping station is meant to drain rainwater from Veternik, Adice and Telep. Local politicians and citizen groups have for years criticised how unauthorised additions and dense building overload the networks. On top of this comes a high groundwater table in parts of the city, which the municipal water utility explicitly takes into account for construction projects.

A market-value appraisal only partly captures such factors, for instance through location or visible dampness. For ground-floor apartments, basements, underground car parks and houses in the neighbourhoods named above, it is therefore worth adding a technical inspection by a civil engineer. Also ask neighbours and building managers whether problems arose after heavy rainfall.

Additions and Legalisation

Where floors have been added on afterwards, or attics converted, the question arises whether every unit is approved and registered in the cadastre. An appraiser works from the registered floor areas and should flag any noticeable discrepancies. The legal check itself, meaning registration, encumbrances and legalisation status, is part of a lawyer's due diligence, not part of the valuation.

When a Property Appraiser in Novi Sad Is Especially Worth It

Buying Without a Mortgage

Per the RGZ data, only 19 percent of apartments in Novi Sad were bought with a mortgage in the first quarter of 2024. For the remaining purchases, there is no bank appraisal checking the price from outside. If you are buying in cash from Germany, your own appraisal replaces exactly that check. It costs a fraction of what a bad purchase at EUR 200 or 300 per square metre above market value would cost.

Worked Example: What a Wrong Price Assumption Costs

The following calculation is illustrative and uses the figures from the first table for an apartment of 55 square metres.

AssumptionPrice per m²Value of the apartment
Listing average (November 2025)EUR 2,650EUR 145,750
Appraisal value per NBS (2024)EUR 1,920EUR 105,600
DifferenceEUR 730EUR 40,150

The actual difference for a specific apartment will be smaller, since the appraisal figures date from 2024 and prices have risen since. Still, the example shows the order of magnitude of the risk when you measure a purchase price only against listings.

Buying From a Developer Before Completion

For apartments still under construction, there are no comparable sales in the same building. An appraiser can compare the price with completed new builds in the same zone and judge whether the premium for location and fit-out is plausible. What you legally need to watch for when buying off-plan is a matter to clarify with a lawyer.

Inheriting a House in the Suburbs

In suburbs such as Veternik, Futog, Kać or Sremska Kamenica, inheritances often involve houses with land. For these properties there are far fewer comparable sales than for apartments, and the gap between listings and actual prices is wide. A valuation creates the basis for dividing the estate among heirs and for tax returns in both Serbia and Germany.

Before You Sell

Sellers benefit from a realistic valuation too. An apartment listed too high stays on the market for a long time in an environment with many new-build offers. A valuation helps set the asking price so it matches the market, and gives you an argument in negotiations.

Serbian Appraiser or German Expert?

For owners resident in Germany, an additional question arises. Germany has experts who specialise in overseas property and also value apartments in Novi Sad, for instance for settling an estate or for the equalisation of gains in a divorce.

PurposeWho usually fits
Loan from a Serbian banklicensed Serbian appraiser from the bank's list
Serbian tax authority, Serbian courtlicensed Serbian appraiser or a court-appointed expert
Estate settlement or divorce in GermanyGerman expert for overseas property, or a Serbian appraisal with a certified translation, depending on what the court or lawyer requires
German inheritance or gift taxafter coordination with your tax adviser

A licensed Serbian appraiser works under the National Valuation Standards and is listed in the Ministry of Finance's register. There are also accredited professional associations of appraisers, including the National Association of Appraisers of Serbia (Nacionalno udruženje procenitelja Srbije, NUPS). Whether your purpose calls for a Serbian or a German appraisal is something to clarify with the body requesting it before you commission anyone.

What a Property Appraiser in Novi Sad Costs

There are no publicly available price lists for freely commissioned appraisals in Novi Sad. The figures named in our Belgrade article for bank appraisals give an orientation, but they apply to standardised valuations in the credit process. A full appraisal for an inheritance, a court case or a house with land is more involved. Get at least two written quotes and have them confirm the purpose, valuation date, scope, report language and delivery time. A cadastre extract and a certified translation may add to the cost.

How Exgentum Helps

Exgentum is not an appraiser and does not produce valuation reports. If you live in Germany, we take care of the organisation on the ground: we schedule the appointment with the appraiser, arrange access to the apartment, assemble the documents, and explain the Serbian report to you in German or English. For properties in Novi Sad, we discuss in advance how travel from Belgrade is planned. If you want to rent out the apartment after the valuation, the specifics of the rental market are covered in our article Rental Management in Novi Sad. Whether Novi Sad or Belgrade is the better place to live is compared in the article Novi Sad or Belgrade (in German).

Frequently Asked Questions

Why do listing prices in Novi Sad deviate so much from the appraisal value?

Listings show sellers' wished-for prices. Appraisers base their work on actually paid prices. Per RGZ and NBS data, contract prices and appraisal values were close together in 2024, while asking prices sat clearly above both.

Is a new-build apartment in Novi Sad worth more than an older one?

Not automatically. In the first quarter of 2024, the average new-build price per RGZ was only three euros per square metre above the price for existing apartments. Location and condition often matter more than the year built.

Do I need an appraiser in Novi Sad if I buy without a mortgage?

Not by law. But that is exactly when the bank's check is missing. Your own appraisal protects you from paying clearly above market value.

Can an appraiser from Belgrade value an apartment in Novi Sad?

The licence is issued by the Ministry of Finance, not by a city. What matters is whether the appraiser knows the Novi Sad market and has comparison data for the specific neighbourhood. Ask about this before commissioning them.

Does a valuation report detect dampness or sewage problems?

Only if they are visible. For ground-floor apartments, basements and houses in neighbourhoods with known drainage issues, you should additionally commission a civil engineer.

Conclusion

A property appraisal in Novi Sad pays off above all where the market is hard to see through from outside: when buying in cash without a bank appraisal, when buying from a developer, for inherited houses in the suburbs, and before a sale. Do not rely on listing averages, but on actual purchase prices in the same neighbourhood, and do not treat "new build" as an automatic premium. Commission a licensed appraiser who knows Novi Sad, and add a technical inspection for houses and ground-floor apartments.
